As in other similar cases of Chinese Employees of the Government, it has been deemed advisable to grant a gratuity rather than pension, and this has been calculated at the ordinary rate of one month's pay for each complete year of service.
I annex Copy of the Medical Certificate, and of a Testimonial which my Predecessor, Sir Richard MacDonnell, gave to Fan-a-Wye, and which shows the high character he has held during 27 years in the Service.
